What exactly is this? I cant get enough info on it, so far i know its a 'Winners' Item.. Winners for what?

This game was given away during a contest in Japan. As far as I know, it was while there was a F1 car race.
Only about 10'000 of these games where manufactured, so it's very rare - and expensive!
